Chief Charles V. Main Scholarship Fund

Founded by the Lions Club of Frederick and the friends and family of Chief Main to honor his 90th birthday for Frederick County students majoring in criminal justice.

Charles V. Main was born on January 22, 1910 in Middletown and continued making his mark in Frederick County until his death in March 2005. Main, a graduate of Frederick High School, went on to become a Maryland State Trooper in 1932. He continued serving until 1952 when, at the request of a friend and then Mayor Don Rice Sr., he joined the Frederick City Police Department (FCPD). He remained with the FCPD for 24 years, serving as Chief of Police. Chief Main was known for his constant willingness to help others, and in 1986 he joined fellow visionaries to create The Community Foundation of Frederick County, which holds funds to fulfill the charitable intentions of Frederick County residents. Several funds at the Community Foundation bear his name or were influenced by him and continue to reach out to assist others, as Chief Main would have liked. The Chief Charles V. Main Scholarship Fund, a surprise honor for his 90th birthday, supports local students pursuing careers in criminal justice. The fund is sustained through donations and the sale proceeds from Chief Main’s book of memoirs entitled Frederick’s Main Street. The Frederick Police Department Endowment Fund was launched in Chief Main’s honor upon his retirement to commemorate his years of service. The FCPD started the fund to provide financial assistance to families of police officers. Chief Main and his wife Louise created The Mr. and Mrs. Charles V. Main Fund in 1992 to address the community’s most pressing needs. During his lifetime Chief Main volunteered his time, talents and treasures with 19 nonprofit organizations including the Jeanne Bussard Center where he served as President of the Board of Directors in 1969. The Charles V. Main/President’s Fund for the former Jeanne Bussard Center was created for the Center’s operational support but also to recognize Chief Main’s charitable work. Chief Main’s generosity continues even after his lifetime through provisions he made in his estate plans to create The Charles V. and Louise D. Main Endowment Fund. This unrestricted fund supports Frederick County nonprofits; however, special consideration is given to projects for Calvary United Methodist Church.

James W. Main Educational Fund

Founded through Mr. Main’s bequest for scholarships for Brunswick High School scholar/athletes.

James W. Main was born in Brunswick, Maryland in 1920. He served in the South Pacific during World War II as a Navy officer. He spent most of his life working in the Brunswick community, serving as a member of the Brunswick Town Council, board member of the American Red Cross, and a life member of Ambulance Co. 19 and Brunswick Volunteer Fire Co. 5. He is best known as a beloved fan at every Brunswick High School sporting event. He took great pride in encouraging the athletes and following every dimension of Brunswick High School sports. At his death in 1990, part of his estate was used to create The James W. Main Educational Fund. In keeping with his love for Brunswick and Brunswick High School athletics, the fund provides a college scholarship for a Brunswick High School scholar-athlete.

Karl S. Manwiller Memorial Scholarship Fund

Founded by Mr. Manwiller’s family for Frederick County students pursuing a degree in education.

Karl S. Manwiller began his educational career in Frederick County in 1963 as supervisor of high schools, and was the founding principal of Governor Thomas Johnson High School. In 1973, he took the position of Director of Pupil Services, followed by the role of Curriculum Specialist for Social Studies and Community Resources, both for Frederick County Public Schools. His achievements in education include development of Frederick County’s advanced placement programs, visual and performing arts offerings, and special and alternative education programs. Upon retiring from the school system, Mr. Manwiller became Executive Director of the Community Foundation, holding that position from 1988 until 1991. He led the organization through a series of “firsts,” including overseeing the first grant from the unrestricted fund earnings awarded to Frederick County Vo-Tech Students, and the first Annual Report to the Community announcing that the $1 million goal in contributions, pledges and current assets had been met. In 1990, the first grants were awarded through a formalized grantsmaking process. Mr. Manwiller was instrumental in laying the groundwork that has helped the Community Foundation grow into a strong, viable entity that has now injected more than $31 million in grants and scholarships into the community since its birth in 1986. Mr. Manwiller passed away in June 2010, and his wife, Evelyn M. Manwiller, established The Karl S. Manwiller Memorial Scholarship Fund to honor his memory and keep the legacy of his educational achievements alive.
