FREDERICK, MD – Feb. 22, 2022: The Karen S. Justice Scholarship for Study Abroad Fund has been established with The Community Foundation of Frederick County and becomes one of its more than 750 component charitable funds.
An avid traveler herself, Karen Justice created the fund to provide post-secondary students the opportunity to study abroad and learn about other cultures and ways of living. Ms. Justice says she was inspired by her own her own post-college and Scandinavian graduate school experiences of living in and exploring several European cities. She describes those experiences as life changing. Ms. Justice believes that supporting international education experiences is important in helping young people learn and understand different perspectives and cultures.
FREDERICK, MD – February 14, 2020: To support students pursuing their post-secondary educational goals, The Harold Glen and Audrey G. Benson Trumpower Foundation Scholarship Fund has been established with The Community Foundation of Frederick County. It becomes one of more than its 720 component funds.
Founded by the Trumpower Foundation, the fund’s purpose is to provide scholarships to Carroll County, Maryland residents. The scholarships will support students who exceed the maximum income threshold for government financial aid programs but who still have financial need or lack resources to pay for their education. Scholarships will not replace financial aid packages provided by the government or private sources but will add to or compliment other financial aid sources.
The scholarships are intended to include two-and four-year colleges and trade and technical schools, as well as non-credit certificate programs. These programs include but aren’t limited to assisted living manager, cybersecurity, certified clinical medical assistant, dental assistant, and emergency medical technician, among other areas of study. Preference will be given to students who previously received the scholarship after the first year for up to an additional three years of financial support for a maximum total support of four years, pending the student maintains a 2.0 grade point average or higher and continues to meet the scholarship requirements. The Trumpower Foundation’s primary mission is to provide scholarships and promote other educational and charitable purposes for residents of Carroll County. Mr. and Mrs. Trumpower cared deeply about education, and Mrs. Trumpower lived in Carroll County for most of her life. The scholarship was created to provide ample opportunities to Carroll County students to follow their educational and career aspirations.
FREDERICK, MD – April 1, 2020: To support high school women pursuing their educational goals, The Distinguished Young Women of Maryland Scholarship Fund has been established with The Community Foundation of Frederick County, becoming one of its more than 720 component funds.
The fund supports the mission of the Distinguished Young Women of Maryland program, part of a national scholarship program that promotes and rewards scholastic achievement, leadership, and talent in young women. Founded in 1958, Distinguished Young Women is the oldest scholarship program of its kind for high school women. Formerly named America’s Junior Miss, the program changed its name in 2010 to better reflect its mission.
The Distinguished Young Women program is based on the “Be Your Best Self” platform of encouraging high-achieving, college-bound women to be healthy, ambitious, involved, responsible, and studious. The program combines the chance to receive college scholarships with life skills training to prepare young women for the world after high school. Each local and state program evaluates participants in scholastics, interview skills, talent, fitness, and self-expression. Participants benefit from the program’s resources well beyond their high school years through college and even as they begin their careers. The Distinguished Young Women of Maryland Program is based in Frederick County.

FREDERICK, MD – January 27, 2020: To honor their mother’s years of leadership with Girl Scouts, the Coghill family has established The Avadna Seward Coghill Scholarship Fund with The Community Foundation of Frederick County. It becomes one of more than its 720 component funds.
Founded by Mrs. Coghill’s children, the fund was created to provide scholarships to residents of Frederick County who have achieved the Girl Scout Silver Award or have served as a Girl Scout Leader for at least three years while pursuing environmental-related studies or physical science education. The scholarship is renewable for a maximum of three years pending the student maintains the scholarship requirements.
Mrs. Coghill is admired for her years of service with Girl Scouts and the scholarship that honors her will help future Girl Scout leaders achieve their educational goals for generations to come.
FREDERICK, MD – February 5, 2020: The Nelson and Celia Zahler Scholarship Fund has been established with The Community Foundation of Frederick County and becomes one of more than its 720 component funds.
Founded by Dr. and Mrs. Zahler, the fund was created to provide scholarships to students who exceed the maximum income threshold for government financial aid programs but who still lack resources to pay for their education. Preference will be given to students who are residents of Frederick County and who are pursuing vocational training. The scholarships will not replace financial aid packages provided by the government or private sources but will add to or compliment other financial aid sources.
Through the fund, the Zahlers continue their tradition of giving back to the community by helping students with financial need pursue their educational goals.
FREDERICK, MD – November 26, 2019: Family was one of the most important things in life to Cecil and Charlotte Holter and to honor their lives, The Cecil K. Holter, Jr. and Charlotte S. Holter Memorial Scholarship Fund has been established with The Community Foundation of Frederick County. The fund becomes one of more than 720 funds under management.
Created by sons C. Kurt Holter and G. Eric Holter, the fund will provide scholarships to Frederick County Public Schools students with financial need attending Frederick Community College, Hood College, or Mount St. Mary’s University. Preference will be given, but not limited to graduates of Governor Thomas Johnson High School.
The Holters were life-long residents of Frederick County. Mr. Holter's career in agriculture and agri-business included employment on the office staff of Farmers Cooperative Association. Mr. Holter later returned to Holterholm Farms to become a partner with his father, Cecil Sr. and his brother Richard. He also served on the board of directors of the cooperative for several years in various board positions including board president. Mrs. Holter was an educator. After graduating from Hood College she taught in the Frederick County Public School system and then served as librarian at several locations. While working full-time as librarian at Governor Thomas Johnson High School during the day, Mrs. Holter attended evening classes and earned her Master’s Degree in Library Science from the University of Maryland in College Park, Maryland. She finished her professional career as County Supervisor of Media Services with Frederick County Board of Education. They were both active members of Christ Reformed Church in Middletown, Maryland, for over 50 years. Through the fund, the Holter’s sons have created a legacy that speaks to their parent's love of family, commitment to education, and devotion to children and youth.
FREDERICK, MD – November 1, 2021: The Mick and Sandy Mastrino Memorial Scholarship Fund has been established with The Community Foundation of Frederick County and becomes one of its more than 750 component funds.
Founded by Mrs. Mastrino through her estate provisions, the fund’s purpose is to provide scholarships to Frederick High School graduates pursuing their post-secondary educational goals. Mr. and Mrs. Mastrino were both graduates of Frederick High School. Mr. Mastrino was a sergeant with the Maryland State Police and a lifelong member of United Steam Fire Engine Company. Mrs. Mastrino graduated from Frederick Memorial School of Nursing and a majority of her career was spent working at Frederick Memorial Hospital, now Frederick Health Hospital, as the charge nurse in the Emergency Department. The scholarship fund in their names will help students follow their educational and career aspirations for generations to come.
