Community Foundation Welcomes New Chair, Trustees

FREDERICK, MD – Nov. 1, 2025: The Community Foundation of Frederick County welcomes a new chair of its board of trustees, Paul D. Rose,Jr., Esq., and seven new trustees: Dr. Darnell Billups; Dr. Mark Butt; April L. Dixon, Esq; Susan Hough, Richard F. Maiello, Penny A. Millison and Ben Vivari.

Paul Rose, in his fifth year of service on the board of trustees, is replacing Detric Kemp, Esq. as chair. Rose is an attorney at McNees, Wallace & Nurick, LLC.

Dr. Darnell Billups is Vice President of Safety & Workforce Development at CPG Beyond, where he leads people strategy across data-center and clean-energy operations. A former U.S. Marine Corps officer and senior leader at NVR, Inc., Billups brings extensive experience in workforce development, safety, and organizational leadership. He also serves on several community and professional boards focused on mentorship and workforce access.

Dr. Mark Butt has more than 30 years of experience in neuropathology and preclinical research. He founded Tox Path Specialists and authored more than 100 scientific publications. In addition to his scientific contributions, Butt is deeply involved in the Frederick community as a former columnist for The Frederick News-Post and through Rotary Club service, GVAA soccer, and as a founder of The Mark and Susan Butt Saturday Mornings Fund at the Community Foundation.

April L. Dixon, Esq. is an attorney with McCurdy, Dean & Graditor LLC, where she focuses on estate and trust planning, administration, and real estate matters. She is a former circuit court clerk and past chair of the Bar Association of Frederick County’s Young Lawyers Section. Dixon is active in numerous local organizations, including the Frederick County 4-H Camp & Activities Center, Key City Rotary Club, the Estate Planning Council, and is a 2024 graduate of Leadership Frederick County.

Susan Hough is the owner of Octavo Designs, a nationally recognized creative agency that has earned more than 500 design awards. A longtime business and community leader, she serves on the Frederick County Chamber of Commerce board and on the Frederick Arts Council board. Hough has also been active with Rotary, the Greater Frederick Advertising Federation, and the Frederick Women’s Giving Circle. She has earned multiple honors for her professional excellence and community service including The George Delaplaine Citizen’s Award.

Richard F. Maiello brings more than four decades of leadership in public health, occupational safety, and military service to the board. He retired in 2022 as the U.S. Department of the Navy’s Headquarters Shore Program Director for Safety and Occupational Health and previously served as a Navy Commander with 30 years of combined active and reserve service. A former physician assistant and industrial hygiene expert, Maiello has extensive experience in federal and state grant writing and continues to volunteer his skills in support of local nonprofits and the Community Foundation’s scholarship program.

Penny A. Millison is the Vice President and Business Banking Officer at Woodsboro Bank. With 40 years of banking experience, she is known for strong client relationships and strategic financial insight. She is active with numerous community organizations, including Hope Alive, Main Street Middletown, and the Frederick County Downtown Partnership.

Ben Vivari is CEO of Purcell Communications, an investment communications firm, and an adjunct professor at Hood College. With an MBA from George Washington University and a background in marketing and sustainable investing, he brings deep experience in business leadership and strategic communications. Vivari also serves as board president of Beth Sholom Congregation and on the board of Mobilize Frederick, reflecting his strong commitment to community service and engagement.

The Community Foundation of Frederick County was founded in 1986 to provide a way for donors to fulfill their charitable dreams by establishing permanent funds that provide grants and scholarships to nonprofits and deserving students.
