He passed away at age 30, but his memory is honored permanently with The Community Foundation of Frederick County with a fund in his name to support students pursuing careers in police work and to provide grants to support police K-9 squads.
Elizabeth “Libby” Hough Van Winkle had a strong commitment to helping children, especially those who had no one else they could depend on.
